If you've never been to Istanbul, go to Istanbul first — it's one of the world's great cities and worth every visit. But if you've already done Istanbul, or if you're looking for something genuinely off the beaten track, go to Baku. You will be surprised. You will not fight crowds. You will eat brilliantly for a fraction of the price. And you will probably go back.
