Gusar district is Azerbaijan's northernmost region. The adjacent Khizi region — with its surreal red-rock landscapes, Caspian views, and mountains just 100km from Baku — is one of Azerbaijan's most photogenic and undervisited day-trip destinations. , sitting at the foot of the Greater Caucasus Mountains and bordering Russia's Dagestan. It is the gateway to Shahdag Mountain Resort — Azerbaijan's largest ski destination with 16 pistes — and to Khinalug, one of the highest permanently inhabited villages in Europe at 2,350 metres, with its own distinct language, culture, and architecture. The drive from Gusar to Khinalug is one of the most dramatic mountain roads in the Caucasus. The town of Gusar itself has a Russian Imperial-era centre and is renowned for its textile and carpet traditions.
Gusar district's history is shaped by its position at Azerbaijan's northernmost frontier, historically a buffer and trade corridor between the South Caucasus and the North Caucasus territories now part of Russia's Dagestan region. The town centre carries visible Russian Imperial-era architectural influence from the 19th century, when the region was incorporated into Tsarist administrative structures, while the district's Lezgin ethnic minority maintains distinct cultural traditions, including well-regarded textile and carpet-weaving crafts that remain a genuine local industry rather than a purely historical curiosity.
Gusar's primary modern significance comes from its role as gateway to Shahdag Mountain Resort and, further along an increasingly dramatic mountain road, to Khinalug village — making the district a natural staging point rather than solely a destination in its own right. The surrounding Caucasus foothills offer genuine hiking opportunities for travelers with time to explore beyond the resort infrastructure, and the town itself rewards a brief stop for its old quarter and textile shops before continuing further into the mountains.
Accommodation options cluster mainly around Shahdag Resort itself rather than Gusar town centre, ranging from mid-range hotels to more developed properties with spa facilities. Gusar town has simpler guesthouse-style options for travelers passing through rather than basing themselves at the resort.
