Winter in Azerbaijan is two genuinely different experiences: Baku's Old City with no summer crowds, lower hotel prices, and a contemplative atmosphere that's hard to find in warmer months — and the ski resorts of Shahdag and Tufandag, which transform the northern highlands into a proper alpine winter destination from December through March.
